Rezime:
Upravljanje putnom infrastrukturom fokusira se na četiri procedure: Procena uticaja na bezbednost saobraćaja, Revizija bezbednosti saobraćaja, Upravljanje bezbednošću na mreži puteva i Provera puta. Procena uticaja na bezbednost saobraćaja je strateška komparativna analiza uticaja novog puta ili značajno modifikovane mreže puteva na bezbednosne performanse putne mreže u inicijalnoj fazi planiranja, pre nego što je infrastrukturni projekat odobren. Revizija bezbednosti puta je nezavisna, detaljna, sistematična i tehnička provera karakteristika dizajna infrastrukturnog projekta koji porkiva sve faze od planiranja do puštanja u rad, kojim se otkrivaju, na detaljan način, nebezbedne osobine infrastrukturnog projekta. Svrha Upravljanja bezbednošću na mreži puteva je da cilja investicije na odseke puta sa najvećom koncentracijom saobraćajnih nezgoda i/ili najvećim potencijalom za smanjenje. Provere bezbednosti puta su obične periodične verifikacije karakteristika i defekata koji zahtevaju radove održavanja iz razloga bezbednosti ili preventive. Ovaj rad opisuje zaleđinu ovih instrumenata i pruža primere i iskustva iz Evrope, sa fokusom na Nemačku.

Abstract:
The infrastructure safety management focuses on the four procedures of a Road safety impactassessment, Road safety audits, Network safety management and Safety inspections. The Road safety impact assessment is a strategic comparative analysis of the impact of a new road or a substantial modification to the existing network on the safety performance of the road network, at the initial planning stage before the infrastructure project is approved. The Road safety audit is an independent detailed systematic and technical safety check relating to the design characteristics of a road infrastructure project and covering all stages from planning to early operation as to identify, in a detailed way, unsafe features of a road infrastructure project. The purpose of a Network safety management is to target investments to the road sections with the highest accident concentration and/or the highest accident reduction potential. Furthermore Road safety inspections are an ordinary periodical verification of the characteristics and defects that require maintenance work for reasons of safety as a preventive tool. This article describes the background of these instruments and gives examples and experiences of the implementation and application and of typical road deficiencies in Europe with the focus on Germany.
