Abstract: Creating opportunities for assessing the level of traffic safety is a fundamental prerequisite for the determination of the current state. Precise knowledge of the current state of traffic safety is needed in order to determine the current state, and determination of an established trend. Assessment of safety level creates the possibility for defining appropriate measures for the improvement of traffic safety. Indicators that could be used to accurately define the current state of traffic safety, amongst other things, depend on the level at which the assessment is done. So, if we look at the region, national level or local level, indicators that could be included in the assessment of traffic safety, they may be similar, the same or may differ completely. If there was some way of evaluating and monitoring the level of traffic safety at all levels, using the same indicators,it would be possible to make comparisons. It is therefore necessary to define and select those indicators of traffic safety, both direct and indirect, which could be used for comparison to each other horizontally ( eg comparison of local communities), as well as vertically ( eg community – national level – international level, etc) . This paper presents a model for assessing road safety at local community level, which could be used to accurately define the safety level well as to monitor changes in selected indicators of traffic safety.
