Резиме:
Osnov za kvalitetno upravljanje opasnim mestima na saobraćajnoj mreži je postojanje podataka o karakteristikama ulične mreže, podataka saobraćajnog opterećenja i podatke o broju saobraćajnih nezgoda. Postojanje funkcionalne baze podataka saobraćajnih nezgoda je neophodan preduslov za upravljanje opasnim lokacijama, ili „crnih tačaka”. U ovom istraživanju napravljena je prostorna i vremenska raspodela saobraćajnih nezgoda na području opštine Bitolj. Saobraćajne nezgode distribuirani su po mestu nastanka (ulice i raskrsnice) gde se nezgoda dogodila. Nakon analize, utvrđene su „crne tačke“ u smislu opasnih delnica i opasnih raskrsnica na području opštine Bitolj. Deo istraživanja koji se odnosi na identifikaciju i klasifikaciju opasnih mesta „crnih tačaka“ na području opštine Bitolj treba da pomogne da se uspostavi moderan sistem upravljanja sa opasnim mestima, kao važan postupak da se smanji rizik od nezgoda na postojeće putne mreže u gradu Bitolju.

Abstract:
The basis for qualitative management with the dangerous spots of the traffic network represent existence of data about the characteristics of the street network, data about the traffic load and data about the number of accidents. The existence of functional data base about the traffic accidents represents basic precondition about management with the dangerous spots, in other words „black spots“. In this particular research it is made a spatial and temporal distribution of the traffic accidents on the area of the Municipality of Bitola. Referring the spatial distribution, the traffic accidents are arranged in accordance with the place of happening, and that is according to the street and according to the crossroads where the accident had happen. After performed analysis, „dangerous spots“ were determined, in a sense of dangerous sections and dangerous crossroads on the area of the Municipality of Bitola. The part of the research that refers to the identification and classification of the dangerous spots „black spots“ in the traffic of the area of the town Bitola, should help to establish contemporary system in management with the dangerous spots, as one essential procedure for reduction of the risk of accidents on the existing traffic network in the city of Bitola.
