Rezime:
Uzroci nastanka saobraćajnih nezgoda su važna obeležja bezbednosti saobraćaja svake teritorije, puta ili deonice puta. Kako je lokalna samouprava – opština samostalan subjekt bezbednoti saobraćaja, ima obavezu definisanja problema bezbednosti saobraćaja na svojoj teritoriji, što podrazumeva i kvalitetnu analizu uzorka nastanka saobraćajnih nezgoda. Međutim, u dosadašnjim analizama stanja bezbednosti saobraćaja u Srbiji se može pronaći više različitih pojmova kojima se opisuju događaji i radnje učesnika u saobraćaju, koje prethode ili doprinose nastanku saobraćajnih nezgoda. Raznolikost pojmova i tumačenja pojmova doprinelo je stvaranju dilema u naučnoj i stručnoj avnosti, posebno u pogledu definisanja i podele uzroka nastanka saobraćajnih nezgoda. U radu je predstavljen pregled domaće stručne i naučne literature koja opisuje i analizira uzroke nastanka saobraćajnih nezgoda. Pored toga, u cilju poređenja prakse u Srbiji i drugim zemljama, u radu je predstavljena analiza uzroka saobraćajnih nezgoda u Velikoj Britaniji, kao i predlog Evropske komisije za osnovni (neophodan) set podataka koji se prikuplja i analizira u većini zemalja EU.

Abstract:
The traffic accident causes are important road safety characteristics of each territory, road or road section. As local government – municipality is an independent road safety entity which is required to define the traffic safety problem on its territory, which includes qualitative analysis of a cause of traffic accidents. However, the previous analyses of traffic safety situation in Serbia showed a number of different terms to describe the events and actions of road users, which precede or contribute to the occurrence of accidents. The variety of concepts and interpretations of concepts contributed to the creation of a dilemma in the scientific and professional community, particularly in defining and dividing the causes of traffic accidents. This scientific work presents an overview of national professional and scientific literature that describes and analyzes the causes of traffic accidents. In addition, in order to compare practices in Serbia and other countries, the paper presents the analysis of the causes of road accidents in the UK, as well as the European Commission’s proposal for a basic (mandatory) data set which is collected and analyzed in the most EU countries.
