Rezime:
Sistem bezbednosti saobraćaja je veoma složen zbog velikog broja subjekata koji preduzimaju različite mere i aktivnosti. Da bi se unapredio rad u bezbednosti saobraćaja, neophodno je uspostaviti proces merenja (snimanja) i kontinuiranog praćenja indikatora bezbednosti saobraćaja (IBS). Pri tome treba definisati nacionalne IBS i IBS za najvažnije subjekte bezbednosti saobraćaja, a u cilju merenja efikasnosti rada tih subjekata. Prilikom izbora indikatora, koji će se pratiti, neophodno je voditi računa i o problemima bezbednosti saobraćaja koji su karakteristični za određenu lokalnu zajednicu. U radu je dat predlog osnovnih indikatora rada saobraćajne policije i prikazan je primer indikatora koji su korišćeni za ocenu efekata kampanje za vezivanje sigurnosnih pojaseva. Naime, vršeno je merenje upotrebe sigurnosnog pojasa kod vozača, na nivou svih centara javne bezbednosti u Republici Srpskoj. Kako je indikator upotrebe sigurnosnog pojasa u funkciji rada saobraćajne policije, moguće je zaključiti koliko je ovaj subjekat zaista radio na unapređenju upotrebe sigurnosnog pojasa. Cilj rada je bio da ukaže na značaj analize rezultata pre i posle sprovođenja aktivnosti, kao i mogućnosti vezivanja indikatora bezbednosti saobraćaja za određeni subjekat. Navedeni primer merenja rada saobraćajne policije predstavlja polazni model za merenje efikasnosti svih subjekata u okviru sistema bezbednosti saobraćaja. Lokalna zajednica može, između ostalog, da ocenjuje svoj i rad ostalih subjekata sistema bezbednosti saobraćaja, primenjujući sličan model.

Abstract:
The complexity of the traffic safety system, among other things, caused by the existence of a large number of entities that have a role in defining the appropriate measures and activities. Therefore, it is necessary to introduce a systematic approach to measuring and monitoring safety performance indicators (SPI), and to measure the efficiency of those very subjects. During the selection of SPI to be monitored, it is necessary to focus attention on the problems of road safety, which are characteristic of a particular community. The paper presents a proposal of key indicators of traffic police and given an example of use SPI’s of to assess the effects of the campaign conducted seat belt. This paper presents the results of a measurement methodology and SPI’s, which monitors the traffic police. Namely, the method involved measuring the use of seat belts by the driver, the level of public safety centers in the Republic of Srpska. As an indicator on the seat belt as a function of the traffic police, it is possible to conclude how this subject really worked on improving the use of seat belts. The aim of this study was to highlight the importance of analyzing the results before and after the implementation of activities, as well as SPI`s binding for a given subject. This example measurement of traffic police is the starting model for measuring the efficiency of all entities within the traffic safety system.Local communities can, among other things, to evaluate their work and other subjects of traffic safety system, using a similar model.
