Rezime: Da bi se efikasno upravljalo bezbednošću saobraćaja neophodno je poznavati postojeće stanje. Za to je neophodno poznavati trenutno stanje i uspostavljeni trend u bezbednosti saobraćaja. U današnje vreme, osim tradicionalnog pristupa utvrđivanja postojećeg stanja, korišćenjem podataka o saobraćajnim nezgodama i posledicama saobraćajnih nezgoda, u upotrebi je i savremeni pristup, koji podrazumeva upotrebu indikatora bezbednosti saobraćaja. Indikatori bezbednosti saobraćaja predstavljaju meru u bezbednosti saobraćaja, koja je na neki drugi način povezana sa stanjem bezbednosti saobraćaja, sa saobraćajnim nezgodama, odnosno posledicama saobraćajnih nezgoda. Drugim rečima, u indikatorima ne figurišu direktno nezgode i posledice nezgoda. Indikatori bezbednosti saobraćaja imaju mogućnost da, poznavanjem korelacija vrednosti indikatora bezbednosti saobraćaja sa konačnim izlazima, na vrlo pouzdan i precizan način ocene stanje bezbednosti saobraćaja, uoče ključne probleme u bezbednosti saobraćaja, odnosno oblasti delovanja, zatim omoguće merenje efikasnosti primene mera u bezbednosti saobraćaja, itd. Sa obzirom da na nivou lokalne zajednice upravljač sistema bezbednosti saobraćaja mora posedovati informacije o tome gde treba alocirati sredstva i akcije delovanja, a radi unapređenja bezbednosti saobraćaja, na tom nivou, nivou lokalnih zajednica, neophodno je definisati ključne probleme - oblasti delovanja u bezbednosti saobraćaja. Imajući u vidu da indikatori bezbednosti saobraćaja imaju mogućnost da opišu upravo te ključne oblasti delovanja, odnosno da uoče ključne probleme u bezbednosti saobraćaja, u ovom radu je prikazan način definisanja ključnih problema - oblasti delovanja u bezbednosti saobraćaja korišćenjem indikatora bezbednosti saobraćaja i to na nivou policijskih uprava.

Abstract: In order to effectively manage the traffic safety is necessary to know the current situation. It is necessary to know the current status and established trend in traffic safety. In addition to the traditional approach of determining the current situation, using data on road accidents and the consequences, a modern approach, which involves the use of road safety indicators is used. The indicators represent a measure of traffic safety, which is connected with the traffic safety, with traffic accidents or consequences of accidents, but the indicators do not figuring accidents and consequences of accidents. Having in mind the correlation of the road safety indicators with the final output road safety indicators have the ability to be reliable and accurate method of assessing the traffic safety, detect key problems, or areas of activity, then allow the measurement of the efficiency of the implementation of measures, etc. With regard to the local community, managers of traffic safety system must have information about where to allocate funds and shares of operation and to improve traffic safety at level community level, and because of that it is necessary to define key issues - areas of activity in traffic safety. Bearing in mind that road safety indicators have the ability to describe precisely key areas of activity, or to detect key problems in traffic safety, this paper presents a method for defining the key issue - the field of action in traffic safety by using road safety indicators at the level of police district administration.
