Rezime: Glavniot predmet na trudot se odnesuva na maloletnicite kako ranlivi kategorii učesnici vo patniot soobraќaj vo Republika Makedonija vo periodot 2003-2012 godina, koi za¬služuvaat posebno vnimanie i kako predizvikuvači i kako žrtvi na soobraќajnite nesreќi. Rezultatite od kriminološkite istražuvanja za bezbednosta na učesnicite vo patniot soobraќaj, pokažuvaat deka adolescentnata populacija i postarite malolet¬nici, kako mladi ličnosti vo razvoj, često doaѓaat vo konfliktni situacii so soobraќajnite pra¬vila i propisi, poradi što se javuvaat kako predizvikuvači, no i žrtvi na soobraќajnite nesreќi. Vo trudot, nivnata položba i pridonesot za zagrozuvanje na soobraќajno-bezbednosnata sostojba na patištata se razgleduva preku različnite svojstva koi gi imaat kako storiteli na soobraќajni prekršoci i krivični dela, niz analiza na statističkite podatoci za prijaveni, obvineti i osudeni maloletni storiteli na soobraќajni krivični dela i presmetka i analiza na koeficientot na soobraќajna delinkvencija. Nivnata glavna karakteristika na ranliva kategorija učesnici vo patniot soobraќaj, pak, se razgleduva preku soobraќajnata viktimizacija i rizikot koj maloletnicite go imaat pri učestvoto vo soobraќajot na patištata, a osobeno preku prikaz i analiza na statističkite podatoci za brojot na zaginati i povredeni maloletni lica od soobraќajnite nesreќi vo Republika Makedonija. Posebno, se aspektiraat pridobivkite i negativnostite od novata merka za namaluvanje na starosnata granica za steknuvanje so pravo na upravuvanje na motorno vozilo od 18 na 16 godini. Vo taa nasoka, se nastojuva da se dadat odredeni preporaki vo funkcija na podobra zaštita na ovie kategorii učesnici i osposobuvanje za niven pridones vo unapreduvanje na bezbednosta vo patniot soobraќaj.

Abstract: The main subject of the paper refers to the juveniles as vulnerable road users in the Republic of Macedonia in the period 2003-2012, who deserve special attention as triggers and victims of road traffic accidents. The results of many criminological researches on the safety of road traffic users show that the adolescent population and older juveniles, often coming into conflict with traffic rules and regulations, and on that way they appear as triggers, and victims of road traffic accidents. In this paper, their position and contribution for endangering traffic safety situation on the roads being considered by various properties that they have as perpetrators of road traffic offenses and crimes, through the analysis of statistical data for reported, accused and convicted juvenile offenders of road traffic offenses and calculation and analysis of the ratio of road traffic delinquency. Their main features as vulnerable category of road traffic users are considered through road traffic victimization and the risk that adolescents have while participating in road traffic, especially through presenting and analysis of statistical data for the number of dead and injured juveniles in the road traffic accidents in the Republic of Macedonia. It emphasizes benefits and disadvantages of the new measure for reducing the age limit for acquiring the right to drive a motor vehicle from 18 to 16 years. In this regard, it is intended to provide specific recommendations aimed at better protection of these categories and training of participants for their contribution to the promotion of road traffic safety.
