PROCJENA SIGURNOSTI PROMETA U FAZI PROJEKTIRANJA GRADSKIH PROMETNICA PREMA EUROPSKOJ DIREKTIVI O SIGURNOSTI CESTOVNE INFRASTRUKTURE
ROAD SAFETY ASSESSMENT IN DESIGN PHASE OF URBAN ROADS ACCORDING TO EUROPEAN DIRECTIVE ON ROAD INFRASTRUCTURE SAFETY MANAGEMENT

Rezime: Europska unija je 2008. godine donijela Direktivu 2008/96/EC o sigurnosti cestovne infrastrukture. Cilj Direktive je povećanje sigurnosti TEM cesta (Transeuropska mreža) kroz sve faze izgradnje cesta počevši od planiranja, projektiranja i građenja pa do same eksploatacije i održavanja ceste. Primjena direktive ja obvezujuća za TEM ceste ali je preporuka da se primjena direktive proširi i na ostale ceste pa tako i na gradske prometnice. Ukoliko se prilikom projektiranja cestovne infrastrukture uzme u obzir i ljudski faktor te okolina kao čimbenici nastajanja prometne nesreće, a ne samo minimalni propisani uvjeti vezani uglavnom uz tehničke karakteristike cestovne infrastrukture, uvelike će se utjecati na smanjenje mogućnosti nastanka prometne nesreće. Osim toga eksterni trošak prouzročen prometnim nesrećama će biti daleko manji ukoliko se mogućnosti nastanka prometne nesreće otklone već u samom projektiranju cestovne infrastrukture, a ne tek tijekom eksploatacije ili održavanja (a posteriori). Navedenu činjenicu Direktiva sadrži kroz RSA (Road Safety Assessment) postupak koji se provodi u fazi projektiranja cesta kako bi se utvrdio utjecaj projekta na razinu sigurnosti prometa. U radu će se prikazati osnovni elementi procjene sigurnosti cesta u fazi projektiranja gradskih prometnica.

Abstract: The European Union implemented the Directive 2008/96/EC on road infrastructure safety management in 2008. The objective of Directive is to increase the safety of TEN-T roads (Trans European Network – Transport) through all phases of construction and operation of the roads, from planning, designing and construction to the operation and maintenance of roads. The application of the Directive is binding on the TEN-T roads but it is recommended to extend application on other roads as well as on urban roads. When designing road infrastructure, often only minimum law and technical characteristics are taken into consideration, but to have major effect on the reduction of traffic accident occurrences, human factor and the road environment should be taken into account as factors of occurrence of a traffic accident. On the other side, the social damage and cost caused by traffic accidents will be less if the possibility of the occurrence of traffic accidents is reduced in the phase of design of road infrastructure, instead during operation or maintenance. The Directive contains the mentioned fact in the RSA (Road Safety Assessment) process which is carried out in the design phase of the roads in order to determine the impact of the road design on the level of traffic safety. This paper shows the basic elements of road safety assessment in the design phase of urban roads.
