Rezime: Benčmarking je proces kojim se utvrđuju performanse primenom posebnih indikatora, koji su uporedivi između različitih entiteta (organizacionih ili prostornih celina). Institucionalni benčmarking može da pruži korisne informacije za lokalnu vlast i institucije u procesu razvoja politike i donošenja odluka. Osnovni cilj benčmarkinga je prikupljanje relevantnih informacija za poboljšanje performansi, zbog čega se često definiše i kao mera kvaliteta koja služi za poređenje sa najboljima. S obzirom na to da benčmarking omogućava identifikovanje najbolje prakse politike, time se definišu i ključne tačke i pravci za unapređenje sopstvene prakse. Benčmarking studije omogućavaju kreatorima politika da identifikuju pojedinosti u organizaciji u kojima se mogu napraviti poboljšanja, omogućavaju poređenje između organizacija slične strukture i pomažu praćenje performansi tih organizacija tokom vremena“. U radu je prikazan metod Benčmarkinga koji je za potrebe ABS R. Srbije predložila grupa autora prilikom izrade Studije sa istoimenim naslovom.

Abstract: Benchmarking is a process which determines the application of specific performance indicators, which are comparable between different entities (organizations or spatial units). Institutional benchmarking can provide useful information to local authorities and institutions in the process of policy development and decision-making. The main goal of benchmarking is to gather relevant information to improve performance, which is often defined as a measure of quality that is used for comparison with the best. Given that benchmarking enables the identification of best practices policies, thus defining the key points and directions for improving their own practice. Benchmarking studies are enabling policy-makers to identify the details of the organization where they can make improvements, the comparison between organizations of similar structure and help monitor the performance of these organizations over time. " This paper presents a method that benchmarking is for the purposes of RSA of R. Serbia proposed by various authors in drafting studies with the eponymous title.
