Rezime:
Problem nedostatka adekvatnih izvora sredstava za poslove upravljanja opštinskim putevima i ulicama dovelo je do veoma nezadovoljavajućeg stanja u pogledu izgradnje, rekonstrukcije, održavanja I zaštite te mreže saobraćajnica. Zakonom o javnim putevima predviđene su brojne naknade koje pripadaju jedinici lokalne samouprave, odnosno upravljaču mreže lokalnih puteva i ulica, a sredstva naplaćena od tih naknada namenjena su poslovima izgradnje, rekonstrukcije, održavanja i zaštite opštinskih puteva i ulica. Izmenama Zakona o javnim putevima ukinute su neke naknade koje su predstavljale prihod jedinice lokalne samouprave ili upravljača mreže opštinskih puteva i ulica, a nisu na adekvatan način zamenjene prihodima koji se naplaćuju po osnovu Zakona o finansiranju lokalne samouprave. U ovom radu dat je pregled finansiranja opštinskih puteva i ulica prema Zakonu o javnim putevima sa predlogom mera u pogledu izvora finansiranja te mreže puteva

Abstract:
The lack of adequate resources for the tasks of managing municipal roads and streets has led to a very unsatisfactory situation in terms of the construction, reconstruction, maintenance and protection of the traffic network. The Law on Public Roads provided a number of fees that belong to the local authority or controller of a network of local roads and streets. The funds collected from these fees were intended for operations such as construction, reconstruction, maintenance and protection of municipal roads and streets. Nevertheless, Amendments to the Law on Public Roads have eliminated some fees which were the revenues of the local authority or controller of a network of municipal roads and streets. However, these fees have not been adequately replaced by the revenues that have been collected on the basis of the Law on Local Authority Finance. This paper gives an overview of the financing of municipal roads and streets according to the Law on Public Roads with proposal of stratege of funding sources of a roads network.
