PROFESSIONAL DRIVER AS A BASIC ELEMENT OF SYSTEM PROFESSIONAL DRIVER - ENFORCEMENT-EMPLOYER-SCIENCE (PEES)

Rezime: Profesionalni vozači predstavljaju važnu kategoriju učesnika u saobraćaju, koji radne obaveze izvršavaju učestvovanjem u saobraćaju. Zato je neophodno posvetiti veliku pažnju unapređenju celokupnog transportnog procesa, sa ciljem dobijanja potpuno bezbednih profesionalnih vozača u saobraćaju. Ovaj rad usmeren je na probleme nastanka umora kod profesionalnih vozača, njegovim prepoznavanjem od strane vozača, načinima promene stavova profesionalnih vozača kroz delovanje na sistem profesionalni vozač - poslodavac – prinuda – nauka (PPPN). Cilj ovog istraživanja je prikazivanje mogućnosti upravljanja sistemom PPPN, analiza uticaja elemenata na celokupan sistem, kao i analiza međuuticaja elemenata sistema, na osnovu kojih će biti prikazani eventualni propusti upravljanja. Takođe, biće prikazani rezultati sporovedene ankete koja se odnosi na navike profesionalnih vozača i njihov uticaj na bezbednost saobraćaja, rezultati dobijeni kontinuiranim praćenjem radnih naloga (datum polaska na put, dolazak, period odsustva) i anketiranjem vozača koja se odnose na vremena odvojena za san pre polaska na put i period vremena bez sna neposredno pre dolaska sa puta. U ovom istraživanju biće obuhvaćeno oko 50 profesionalnih vozača sa teritorije opštine Stara Pazova zaposlenih na međunarodnom transportu robe u transportnim preduzećima, kroz pojedinačne analize za svaku od njih. Na kraju, rad će sadržati i predlog mera za rešavanje uočenih nedostataka u načinu funkcionisanja sistema PPPN.

Abstract: Professional drivers are representing a basic category of traffic participants, which are performing their job duties by participating in traffic. Therefore, it is necessary to devote close attention to improve the entire transport process, in order to obtain completely safe professional drivers in traffic. This study is focused on the problems resulting from the fatigue of professional drivers,, their fatigue recognition, and ways of changing the attitude of professional drivers through influence on the system Professional driver - Employer - Enforcement - Science (PEES). The aim of this study is to show possibilities of managing the PEES system, analysis of the impact of elements on entire system, as well as analysis of interaction between the elements of the system, based on which will be shown the possible omission of managing. There will be also presented the results from the survey research which refers to habits of professional drivers and their impact on traffic safety; the results obtained by continuous monitoring of work orders (departure date, arrival date, period of absence) and by interviewing the drivers about the period of time they set aside for sleeping before work and about the period of time they spend without sleeping before their arrival. This research will cover about 50 professional drivers from the municipality of Stara Pazova, which are employees in the sector of International Transport of Goods in transport companies, through individual analysis for each of them. At the end, this research will include the proposed measures for resolving the detected disadvantages in the manner that PEES system function.
