Rezime:
Jasno je da su raskrsnice regulisane svetlosnim signalima, osim što su povoljnije u pogledu mogućnosti upravljanja saobraćajnim tokovima, i daleko bezbednije. U pogledu bezbednosti saobraćaja ovako regulisana ukrštanja saobraćajnica su mnogo povoljnija od onih regulisanih saobraćajnim znakovima ili saobraćajnim pravilima propisanim zakonom. Međutim, usled pojave nepravilnosti u radu ili potpunih otkaza uređaja i opreme za svetlosnu regulaciju saobraćaja, bezbednost ovako regulisanih raskrsnica se naglo i trenutno narušava i samim tim dovodi do mogućih incidentnih situacija među učesnicima u saobraćaju. U urbanim sredinama i ostalim lokalnim zajednicama, naročito onim koje su prostorno velike, pravovremena detekcija ovakvih nepravilnosti i otkaza može predstavljati problem. U takvim sredinama je primena sistema za daljinsku detekciju od ključnog značaja za pravovremenu detekciju nepravilnosti i otkaza, a samim tim i za bezbednost saobraćaja u zonama svetlosno regulisanih raskrsnica. Ideja i cilj rada je da predstavi sisteme i tehnologije za daljinsko nadgledanje i detekciju nepravilnosti u radu, prikaže njihove karakteristike, način primene, i prednosti koje ovakvi sistemi pružaju upravljačima puteva i ulica, ali i službama zaduženim za održavanje bezbednosti učesnika u saobraćaju.

Abstract:
It is widely known and clear that road intersections regulated by traffic lights, except for possibilities traffic lights give in traffic management, are much safer for all traffic participants. Concerning traffic safety, road intersections regulated in this manner are more favorable than intersections regulated by traffic signs or law regulations. However, since traffic lights equipment, due to different influences sometimes tend to malfunction, and therefore lose its main function, traffic safety of these kind of intersections is suddenly and currently disrupted by these appearances and the risk of traffic incidents gets higher. In urban environments and other local communities, especially spacious ones, timely detection of malfunctions in the operating of traffic light devices can be quite a task. In those environments, the usage of systems for remote supervision of traffic light devices holds a key role in timely detecting of malfunctions, and therefore a key role in traffic safety as well. The idea behind this thesis and its main goal is to present different systems and technologies for remote supervision and malfunction detection, show its characteristics, method of administration and benefits these systems give to road authorities and services in charge of traffic safety.
