INDIKATORI BEZBEDNOSTI SAOBRAĆAJA KOJI SE ODNOSE NA PEŠAKE

Rezime: Jasno je da su indikatori bezbednosti saobraćaja u poslednjoj deceniji doneli značajan napredak u analizama i praćenju stanja bezbednosti saobraćaja, ali i u uočavanju eventualnih problema i pre nastanka saobraćajnih nezgoda. Sa druge strane, bezbednost pešaka se ističe kao veliki problem kako u Evropskoj uniji, tako i u Republici Srbiji, gde je u proseku svako četvrto lice smrtno stradalo u saobraćajnim nezgodama bilo u svojstvu pešaka. Sa tim u vezi, od velikog je značaja razviti metodologiju za praćenje indikatora bezbednosti saobraćaja koji se odnose na pešake. Imajući to u vidu u ovom radu je prikazana metodologija za merenje indikatora bezbednosti saobraćaja koji se odnose na pešake, kao i rezultati prvog merenja po policijskim upravama u Srbiji, a kao rezultat studije Agencije za bezbednost saobraćaja, koju je realizovao Univerzitet u Beogradu – Saobraćajni fakultet. Ovim indikatorima je potvrđeno da je ugroženost pešaka na visokom nivou i uočena su određena nebezbedna ponašanja pešaka, na koja se u nastavku mora intenzivno uticati u cilju promene, a sve radi unapređenja bezbednosti saobraćaja.

Abstract: It is clear that in the last decade the road safety performance indicators made significant progress in the analysis and monitoring of traffic safety, but also in identifying possible problems before the occurrence of accidents. On the other hand, pedestrian safety stands out as a major problem in the European Union and in the Republic of Serbia, where on average every fourth person were killed in traffic accidents was pedestrian. In this regard, it is very important to develop a methodology for monitoring road safety perfomance indicators regard pedestrians. With that in mind, this paper presents a methodology for measuring road safety performance indicators regard pedestrians, as well as the results of the first measurements in police departments in Serbia, as a result of the study of the Road Traffic Safety Agency, which was carried by the University of Belgrade - Faculty of Transport and Traffic Engineering. These indicators confirmed that the vulnerability of pedestrians is at a high level and highlighted the specific unsafe behaviors of pedestrians, to which in the future one have to influence, with the goal of improving road safety.
