ZNAČAJ PRIMENA KONFLIKTNE TEHNIKE U LOKALNIM ZAJEDNICAMA
THE IMPORTANCE OF APPLYING THE TECHNIQUE OF CONFLICTS IN LOCAL COMMUNITIES

Rezime: U studijama bezbednosti saobraćaja istraživači koriste podatke iz izveštaja o saobraćajnim nezgodama kako bi prepoznali nedostatke puta i okoline, a zatim predložili adekvatne mere. Takvi izveštaji su bitni, ali nekada imaju i nedostatke, pa je potrebno sprovesti i terenska istraživanja u cilju prikupljanja neophodnih podataka. Poslednjih decenija primenjuju se različite tehnike za unapređenje analiza bezbednosti saobraćaja, a najznačajnije su konfliktna tehnika, dubinske analize i revizija bezbednosti saobraćaja. Konfliktna tehnika se najčešće sprovodi u gradskim uslovima saobraćaja (raskrsnicama, pešačkim prelazima, ukrštanjima različitih tipova saobraćaja) gde se događa znatno veći broj potencijalnih konflikata između učesnika u saobraćaju. Konfliktna tehnika omogućava da se izmeri potencijalni rizik za nastanak nezgode bez čekanja da se nezgode dogode. Pored toga omogućava i da obučeni posmatrači prate saobraćajnu situaciju u zoni povećanog broja saobraćajnih nezgoda i da beleže frekvencije i tipove konflikata koji mogu dovesti do nastanka saobraćajne nezgode. Predmet rada je predstavljanje i primena konfliktne tehnike u studijama bezbednosti saobraćaja na osnovu dosadašnjeg svetskog iskustva, kao i analiza bezbednosti saobraćaja na različitim tipovima raskrsnica. Cilj je da se detaljnim ispitivanjima utvrdi primenjivost konflikte tehnike na nivou lokalne zajednice, odnosno stepen korisnosti u proceni bezbednosti saobraćaja. U radu su korišćene metoda analize, sinteze, komparacije, statistička metoda, kao i metod konfliktne tehnike primenjen na različitim tipovima raskrsnica (četvorokraka, trokraka i kružna), jer broj konflikata varira u zavisnosti od tipa raskrsnice (broj krakova, načina regulisanja saobraćaja, broj saobraćajnih traka, itd.).

Abstract: In studies of road safety, researchers used data from reports on traffic accidents in order to identify road and environment deficiencies, and propose appropriate measures. Such reports are important, but sometimes have disadvantages, so it is necessary to implement an field research to collect the necessary data. In the ecent decades, various techniques are being applied in order to improve the analysis of road safety, and the most significant are conflict technique, in-depth analysis and road safety audit. Conflict technique is usually carried out in urban traffic conditions (intersections, pedestrian crossings, crossings of different types of road users) where an increased number of potential conflicts between road users occurs. Conflict technique allows to measure the potential risk of an accident without waiting for an accident to happen. In addition to that trained observers monitor the traffic situation in the area of increased number of traffic accidents and record the frequency and types of conflicts that may lead to the occurrence of accidents. This paper subject is the presentation and application of conflict techniqu in the road safety studies, based on previous experience from abroad, as well as analysis of road safety at the different types of intersections. The goal is to determine, by using of detailed examinations, the applicability of conflict technique at the local community level, or the level of efficiency in the evaluation of road safety. In this paper a method of analysis, synthesis, comparison, statistical methods, and conflict technique is used applied to different types of intersections
