NEUREĐENJE ZONE ŠKOLE KAO LOŠ PREDUSLOV ZA UGROŽAVANJE BEZBEDNOSTI MLADIH U SAOBRAĆAJU

Rezime: Preduzimanjem preventivnih mera u saobraćaju želi se smanjiti broj saobraćajnih nezgoda i njihovih posledica. Definisanjem pojma „zona škole“ zakonodavac je želeo da poveća bezbednost mladih i dece na mestu gde se ista nalaze u velikom broju. Predmet ovog rada je neuređenje zone škole u delu Vranja gde se nalaze dve srednje škole, što predstavlja direktno ugrožavanje preko 1.000 učenika. Cilj rada je da prikazivanjem analiza saobraćajnih nezgoda u okolini škola i postavljene saobraćajne signalizacije, kao i merenjem brzine kretanja vozila na bulevaru na kojem se nalaze škole, ukaže na ugroženost učenika. Veliki broj saobraćajnih nezgoda sa težim posledicama i veliki broj vozača koji voze brzinom većom od 30 km/h ukazuje na veličinu problema u samom centru grada. U zaključku autori rada predlažu da se sa rezultatima istraživanja upoznaju nadležni organi, kako bi se zajedničkim preduzimanjem mera smanjila ugroženost učenika, pokrene postupak uređenja zone škole i smanji broj saobraćajnih nezgoda.

Abstract: By undertaking precautions in traffic, the aim is to reduce the number of traffic accidents and consequences. Defining the concept of “school areas”, legislator wanted to increase the safety of youth and children in a place where they are located in a large number. Subject of this thesis is unregulated school area in the part of Vranje, where there are three high schools, which represents a direct threat to over 1,000 students. The aim of this thesis is to point out on the vulnerability of students by analyzing traffic accidents near schools and set up traffic signs, as well as the measurement of vehicles speed on the boulevard where the schools are located. A great number of traffic accidents with severe consequences and a huge number of drivers driving at speeds exceeding 30 km/h indicate the magnitude of the problem in the city center. In conclusion, the authors suggest that the competent authorities are to be familiarized with results of the research, in order to reduce the vulnerability of students by jointly taking measures, initiating the process of regulating the school area and reducing the number of traffic accidents.
