Rezime: Bezbednost saobraćaja na ukrštajima pruge i puta u istom nivou uređuju propisi u železničkom i drumskom saobraćaju. Odredbe propisa su građene na različitim modalitetima zaštite saobraćaja voza zaustavljanjem učesnika u drumskom saobraćaju. Modalitet zaštite saobraćaja voza prestavlja tehničku opremljenost konkretnog ukrštaja i koorelira sa gustinom drumskog saobraćaja i brzinom voza na pruzi, krećući se od ukrštaja na kojima je bezbednost saobraćaja uređena drumskom signalizacijom do ukrštaja opremljenih automatskim uređajima sa polubranicima i branicima i trepćućim signalima za učesnike u drumskom saobraćaju i kontrolnim signalima na pruzi za vozno osoblje, kao najsloženijim i najefikasnijim za odgovarajuću gustinu drumskog saobraćaja i brzinu voza. Cilj postojeće koncepcije je da na najvišem nivou bude bezbednost saobraćaja na ukrštajima pruge i puta opremljenim automatskim uređajima sa branicima ili polubranicima i trepćućim signalima. Situacija na terenu ukazuje na potrebu dogradnje postojećeg modaliteta na način koji bi opravdao ovakvu koncepciju ili na njegovo redefinisanje jer se najveći broj nesreća desio upravo na ukrštajima opremljenim najsavremenijim tehničkim rešenjima. Ovaj rad je usmeren na razmatranje uzroka postojećeg stanja, izvora ugrožene bezbednosti saobraćaja i mogućih pravaca izgradnje bezbednosti saobraćaja na ukrštajima pruge i puta u istom nivou.

Abstract: Traffic safety at rail and road crossing at the same level is regulated by legal regulations in rail and road traffic. The provisions of the regulations were built on various modes of protection of the rail traffic by stopping the participants in road traffic. The mode of protection of the traffic of the train represents the technical equipment of the concrete crossing and correlates with the road traffic density and the speed of the train on the line, ranging from crossings where the traffic safety is arranged by road signaling to the crossings equipped with automatic devices with semibumpers and bumpers and blinking signals for the participants in road traffic and control signals on the line for train staff, as the most complex and efficient for the proper road traffic density and speed of the train. The goal of the existing concept is to ensure the highest level of traffic safety on the rail and road intersections which are equipped with automatic devices with bumpers or semibumpers and blinking signals. The situation in the field points to the need of upgrading the existing modality in a way that would justify such a concept or its redefinition, as the greatest number of accidents happened on the intersections equipped with state-of-the-art technical solutions. This paper focuses on considering the causes of the current situation, the sources of threatened traffic safety and possible directions for building traffic safety on the rail and road intersections at the same level .
