Rezime: Kroz gradove Republike Srbije saobraćaju pošiljke opasne robe uglavnom u nepoznatom obimu i vrstama opasne robe. Bebzbednosni rizici transporta opasne robe nisu bili predmet studije procene rizika na nivou Republike Srbije osim par parcijalnih studija za projekte pojedinih objekata. Uređenje saobraćajnih tokova opasne robe kroz gradsko tkivo je od izuzetnog značaja za objekte od posebnog značaja za grad. Ovim radom ističemo potrebu za izradom studije procene rizika transporta opasne robe kroz grad koja bi se stalno ažurirala dopunama prouzrokovanim infrastrukturnim promenama ili promenama režima saobraćaja. Cilj ažurne studija procene rizika vidimo u izradi karte rizika ugrađene u generalni i detaljni urbanistički plan grada koja omogućava razvoj humanog grada. Osnova za studiju procene rizika je detaljno sagledavanje saobraćajnih tokova opasne robe u tranzitu i snabdevanju (npr. bolnica, gradski vodovod – ako se koristi hlor,...) ali i generatora opasnog otpada na nivou grada. Sistematičan pristup zaštite vitalnih gradskih objekata ima svoj izraz u adekvatnom projektu tehničkog regulisanja saobraćaja, koji bi omogućio ne samo zaštitu vitalnih objekata nego i uklanjanje vozila sa opasnom robom sa tranzitnih saobraćajnica kroz grad (državni putevi I reda – namenjeni za tranzitne tokove opasne robe) u vreme saobraćajnih „špiceva“.

Abstract: Dangerous goods shipments are present in transport in unknown volume and kinds across the cities of Republic of Serbia. Safety risks of dangerous goods transport have not been subject of any state level risk assessment studies so far, except several partial studies of certain facilities. Dangerous goods traffic streams regulation across cities is of vital importance for city facilities. This work stresses the need for creation of Dangerous Goods Transport Throughout Cities Risk Assessment Study. This study would be updated regularly with amendments due to infrastructural and traffic regime changes. The final goal is to create risk charts in order to embed them to both overall and detailed smart city urban plans. The basis for this study is detailed overview of dangerous goods traffic streams in transit and city facilities supply. (e.g chlorine for hospitals, waterworks facilities) and producers of dangerous waste within urban areas respectively. Systematic approach to city facilities protection is visible through each appropriate project for traffic technical regulation. This project would enable not only facilities protection, but also dangerous goods transportation vehicles removal from transit city roads (city roads of first category) within traffic peak hours.
