Rezime:
Stanje bezbednosti saobraćaja na nekom području posledica je većeg broja različitih faktora. Sveobuhvatno sagledavanje stanja bezbednosti saobraćaja na području podrazumeva razmatranje šireg skupa faktora uticaja, koji se razlikuju prema nivou delovanja. Na stanje bezbednosti saobraćaja od lokalnih uticajnih faktora posebno se izdvajaju ponašanja i stavovi učesnika u saobraćaju. Sa druge strane, stepen društvenog razvoja je značajno povezana sa stanjem saobraćajnog sistema. U tom smislu, najrazvijenije države na nacionalnom nivou imaju uspešne mehanizme upravljanja bezbednošću saobraćaja, čiji efekti se mogu kvantifikovati na lokalnom nivou. U ovoj studiji prikazana je analiza stanja bezbednosti saobraćaja na teritoriji grada Zrenjanina, uključujući i vrednosti indikatora ponašanja i stavova učesnika u saobraćaju na teritoriji grada Zrenjanina. U cilju sveobuhvatnog sagledavanja stanja bezbednosti saobraćaja na lokalnom nivou, izvršeno je upoređivanje indikatora ponašanja i stavova na nacionalnom nivou, sa vrednostima na lokalnom nivou. Na osnovu sprovedenih analiza definisane su oblasti delovanja i predstavljene su mere za poboljšanje stanja bezbednosti saobraćaja na teritoriji grada Zrenjanina.

Abstract:
State of traffic safety in some area is a consequence of a large number of different factors. A comprehensive overview of the state of traffic safety in the area implies consideration of a wider set of impact factors, which can be different according to the level of activity. On the state of traffic safety from local influencing factors, the behaviors and attitudes of participants in the traffic are especially distinguished. On the other hand, the level of social development is significantly related to the state of the transport system. In this sense, the most developed countries at the national level have successful traffic safety management mechanisms, which effects could be quantified at the local level. This study presents an analysis of the traffic safety state in the territory of the city of Zrenjanin, including the values of the behavior indicators and attitudes of participants in traffic in the territory of the city of Zrenjanin. In order to comprehensively review the state of traffic safety at the local level, a comparison of indicators of behavior and attitudes at the national level was carried out, with values at the local level. Based on the conducted analyzes, the areas of action were defined and measures for improvement of the traffic safety state in the territory of the city of Zrenjanin were presented.
