Rezime:
Vladino telo za koordinaciju bezbednosti saobraćaja na putevima je 09.02.2015. godine usvojilo Strategiju bezbednosti saobraćaja Republike Srbije za period od 2015. do 2020. godine. Između ostalog, u okvirima strategije date su glavne smernice za uspostavljanje održivog sistema bezbednosti saobraćaja koja je zasnovana na nauci. Osnovni cilj strategije je uspostavljanje sistema bezbednosti saobraćaja i upravljanje bezbednošću saobraćaja na način kojim će se smanjiti broj saobraćajnih nezgoda i njihove posledice. Kao konačni cilj Strategije definisana je izgradnja održivog i delotvornog sistema upravljanja bezbednošću saobraćaja do 2020. godine koji će, između ostalog omogućiti i: da u saobraćaju nema poginule dece 2020. godine i dalje, da se prepolove: godišnji broj poginulih, broj teško povređene dece, broj teško povređenih lica u 2020. godini, u odnosu na 2011. godinu i da se prepolove ukupni, godišnji društveno-ekonomski troškovi saobraćajnih nezgoda u 2020. godini, u odnosu na 2011. godinu.
U radu će biti prikazana uporedna analiza stanja bezbednosti saobraćaja u R. Srbiji u periodu od 2011. do 2017. godine, u odnosu na željeno stanje predviđeno Strategijom i data je ocena izgradnje održivog i delotvornog sistema upravljanja bezbednošću saobraćaja do 2018. godine. Cilj ovog rada je da se utvrdi: da li i u kojoj meri dosadašnje stanje – trend bezbednosti saobraćaja prati očekivani trend povećanja bezbednosti saobraćaja predviđen Strategijom, kao i kako se sve to odrazilo na direktne i indirektne troškove saobraćajnih nezgoda.

Abstract:
Governmental body for coordination of traffic safety on the roads has adopted the Strategy for Traffic Safety of the Republic of Serbia for the period from 2015 to 2020 on February 9, 2015. Within the strategy framework, inter alia, the main guidelines for establishing a sustainable system of traffic safety based on scientific research have been given. The main aim of the strategy therefore is to establish the system of traffic safety and perform traffic safety management in a fashion that will reduce the number of traffic accidents and their consequences. The construction of a sustainable and effective system of traffic safety management up to 2020 has been defined as the final goal of the Strategy, which strives to enable the absence of children victims in accidents in 2020 and beyond, longs to halve the number of killed per anum, the number of seriously injured children, the number of seriusly injured persons in 2020 when compared to 2011, and halve the total, social and economic anual costs of traffic accidents in 2020 as compared to 2011.
The paper will present a comparative analysis of the state of traffic safety in the Republic of Serbia in the period from 2011 to 2017 in regard to the desired state envisaged by the Strategy, and give an assessment of the construction of a sustainable and effecive system for traffic safety management up to 2018.
