EXTRAORDINARY TRANSPORT IN THE MINISTRY OF DEFENCE AND THE SERBIAN ARMED FORCES

Rezime:
Zakonom o bezbednosti saobraćaja na putevima i podzakonskim propisima u Republici Srbiji uređena je oblast vanrednog prevoza. Vanredni prevoz koji obavljaju vozila ili skup vozila koja su u vlasništvu ili zakupu vojske uređen je i u Ministarstvu odbrane i Vojsci Srbije podzakonskim aktom ministra odbrane, u okviru uređenja oblasti bezbednosti vojnih učesnika u saobraćaju. Specifičnosti zadataka jedinica i ustanova nameću potrebu da se vanredni prevoz u Ministarstvu odbrane i Vojsci Srbije planira, organizuje i prati sa posebnom pažnjom.U radu je dat pregled načina i obima obavljanja vanrednog prevoza u Ministarstvu odbrane i Vojsci Srbije sa predlogom mera za povećanje bezbednosti učesnika u saobraćaju tokom vanrednog prevoza. Zaključci iz rada mogu biti korisni i za transportne i druge kompanije koje u okviru svog posla obavljaju vanrednim prevozom.

Abstract:
The field of extraordinary transport in The Republic of Serbia is regulated by Law on Road Safety and its rules. Extraordinary transport conducted by military vehicles and vehicles engaged by military units, is regulated in The Ministry of Defence and The Serbian Armed Forces by internal rule, within military participants’ road safety regulation.Specificity of units’ missions and tasks affects necessity to plan, organize and monitor extraordinary transport in The Ministry of Defence and The Serbian Armed Forces with special attention.This paper gives review of the methods and the parameters of extraordinary transport execution in The Ministry of Defence and The Serbian Armed Forces, with proposals of measures for improving road safety of extraordinary transport participants.Conclusions from this paper could be useful and for transportation and other companies, which conduct extraordinary transport within their own business.
