UTICAJ ZAKONSKE REGULATIVE ZA PRAĆENJE RADA VOZAČA, NA UNAPREĐENJE ZNANJA I VEŠTINA PROFESIONALNIH VOZAČA U REPUBLICI SRBIJI

Rezime:
«Pravilnik o evidenciji radnog vremena člana posade vozila» (SL. Glasnik. 13/2017), (u daljem tekstu Pravilnik), uveo je važne novine u ovoj oblasti. Pravilnik propisuje da prevoznik vodi evidenciju o radnom vremenu člana posade vozila na nedeljnom nivou u pisanom ili elektronskom obliku.Pored toga od vozača se očekuje: da poznaje uređaje u vozilima koji su namenjeni evidentiranju aktivnosti vozača (tahografe) tokom upravljanja vozilom, pravilno ih upotrebljava i da se striktno pridržava odredbi „Zakona o radnom vremenu posada vozila u drumskom prevozu i tahografima“ (Sl. Glasnik RS 96/2015). Primenom odredbi Pravilnika od strane prevoznika ili eksternih organizacija, u vezi vođenja evidencije rada vozača, ustanovljeno je da se veliki broj vozača ne pridržava odredbi Zakona, te na taj način dovodi sebe i poslodavca u situaciju da prilikom sprovođenja kontrole plate visoke novčane kazne. Razlog za ovakvo stanje je u činjenici da vozači nisu u dovoljnoj meri i na adekvatan način upoznati sa navedenim propisima, niti su osposobljeni za pravilno rukovanje tahografima. Rešenje ovog problema je u izboru odgovarajućih oblika unapređenja znanja i veština profesionalnih vozača.U radu su prikazani rezultati do kojih se došlo prilikom realizacije procesa vođenja evidencije o radnom vremenu posada vozila, kao i predlozi za sprovođenje odgovarujćih oblika osposobljavanja profesionalnih vozača, u cilju prevazilaženja ovog problema.

Abstract:
«Rulebook on the record of the working time of a member of the crew of a vehicle» (hereinafter referred to as the Rulebook), introduced important novelties in this field. Rulebook prescribes that the transport company keeps records of the working time of a crew member on a weekly basis in written or electronic form.Besides that, drivers are expected to: know devices in vehicles that are intended to record driver activities (tachographs) during vehicle operation, correctly use them and strictly comply with the provisions of the " Act of Working Time for Crews of Road Vehicles and Tachographs".Applying the provisions of the Regulations by the transport company or by external organizations, in relation to keeping records of the work of the driver, it was established that a large number of drivers did not comply with the provisions of the Act, and in this way brings itself and the employer into the situation that during the implementation of the control they pay a high fines. The reason for this is the fact that the drivers are not sufficiently and adequately familiarized with the mentioned regulations, nor are they capable of handling the tachograph properly. The purpose of this paper is to present the results obtained during the implementation of the record keeping process of the working hours of the crew of the vehicle, as well as proposals for the implementation of appropriate forms of training for professional drivers, in order to overcome this problem.
