Rezime: Rezime: Stručne analize ukazuju da putevi mnogo više doprinose nastanku saobraćajnih nezgoda nego što se vidi iz statističkih podataka. To znači da bezbednost saobraćaja značajno zavisi od stanja i karakteristika puta. Zbog toga su zakonom propisane nadležnosti, i obaveze upravljača puta i lokalne samouprave, koje treba da doprinesu povećanju bezbednosti puta. Međutim, u praksi se ne retko generišu problemi i propusti, koji se negativno ispoljavaju na stanje puta, a time i na bezbednost saobraćaja. Poseban problem su lokalni putevi, na koje u Srbiji bez KiM otpada nešto više od 58% putne mreže. Najveći problem su nedovoljna finansijska sredstva za održavanje i nadzor lokalnih puteva, pa su njihove operativne karakteristike nepovoljne, što dovodi do povećanog broja saobraćajnih nezgoda na tim putevima. Pored toga, česti su problemi, konfliktni ciljevi i suprotstavljeni interesi korisnika puta, upravljača puta, lokalne samouprave i mesne samouprave (mesnih zajednica). Zbog toga je u ovom radu analiziran primer lokalnog puta, koji mesna zajednica, zbog egzistencijalnih interesa pokušava da zaštiti od „prekomernog korišćenja“od strane nesavesnih korisnika, pri čemu ne nailazi na razumevanje lokalne samouprave i upravljača puta.

Abstract: Abstract: Expert analysis indicate that roads contribute in a great extent to the occurrence of accidents than shown in the statistics. This means that traffic safety is highly dependent on the condition and characteristics of the roadway. Therefore, the statutory jurisdiction and obligations of the road administration and local authorities are prescribed, aimed to contribute to increasement of the road safety. However, practice has shown that problems and omissions are often generated, which affects negatively on the road conditions, and thus the safety. A particular problem are the local roads, which in Serbia without Kosovo and Metohia account for just over 58% of the road network. The biggest problem is the lack of funds for maintenance and supervision of local roads, resulting in their poor operating performance and leading to an increased number of traffic accidents on these roads. In addition, there are frequent problems, conflicting goals and competing interests of road users, road administration, local authorities and local self-government communities (Serbian: „mesne zajednice“). Therefore, this paper analyzes the example of a local road that the local communities, in their existential interests, has been trying to protect roads of "excessive use" by unscrupulous users, while not encountering understanding of local authorities and road administration.
