Rezime: Najznačajniji indirektni pokazatelj bezbednosti saobraćaja jeste broj i težina konflikata u saobraćaju. Podaci o konfliktima (struktura, tip i težina konflikata) su u direktnoj vezi sa nastankom saobraćajne nezgode i do podataka o konfliktima se brže i jednostavnije može doći u odnosu na većinu indikatora bezbednosti saobraćaja. Naime, savremeni koncept upravljanja bezbednošću saobraćaja podrazumeva preduzimanje odgovarajućih mera po ključnim oblastima pre nastanka saobraćajnih nezgoda i njihovih posledica. S tim u vezi, konflikta tehnika predstavlja značajan preventivan alat za sve lokalne zajednice koji može doprineti podizanju nivoa bezbednosti saobraćaja. Rezultati dobijeni primenom konfliktne tehnike daju brze i konkretne rezultate koji se jednostavno mogu implementirati. U radu je prikazana metodologija primene konfliktne tehnike u četiri raskrsnice u gradu Beogradu. Izvršeno je poređenje broja i težine konflikata na posmatranim lokacijama za dva karakteristična vremenska perioda.

Abstract: The most significant indirect road safety indicator is number and seriousness of traffic conflicts. Data about conflicts (structure, type and conflict seriousness) are directly related to occurrence of traffic accident and data about traffic conflict can be easily and quickly collected compared to most road safety indicators. Namely, modern concept of road safety management means implementation of adequate measures for key sectors before traffic accident occurs and its consequences. In this regard, conflict technique represent significant preventive tool for all local communities which can contribute to increase road safely level. Result achieved using conflict technique present quick and concrete results which can be easily implemented. In this paper, methodology for applying of conflict technique is analysed for four intersections in the city of Belgrade. Also, comparisons of number and seriousness of conflicts at observed locations for two characteristic time periods is presented.
